In the fourth Local Government Challenge, the contestants must flex their business brains and come up with a financial plan that could transform the coffers of one of Kent's most prized parks. In a time when public sector purse strings are tight, there's never been a more pertinent time for councils to turn ideas into cash but do the contestants have enough business acumen to make money grow on trees?  This could be their toughest challenge yet.
