Our reporter Sam Hughes takes a look at some of the stories which have been making the headlines in local government this week. First up is reaction to the Tory's green paper on handing over more power to local people, and there's more on the job losses announced by Leeds City Council. A report from the Joseph Rowntree foundation suggests there is a massive shortfall in funds to end child poverty and the countdown is on to the Council Worker of the Year Awards 2009.
